Does an upgraded ability have the abilities of lower tier ones?

Does an upgraded ability have the abilities of lower tier ones?

As an example, say I upgrade Igni to tier 2, then to tier 3. If I put the tier 3 into a slot, does the tier 2 capability carry over?

I guess not, but it should be easy to test. Edit: I tried it with Quen and Igni, and the tier 2 ability does indeed always have to be "equipped" in a slot for the alternate mode of the sign to become available, it is not implied by the higher level abilities for the same sign.
