So I'm up to the part where you have to pour the bait on the hill, I looked on the alchemy menu and there is no quest tab and no option to create the bait, I have reloaded the misson many times and still the same thing. One time I reloaded it the bait wasn't there. I have collected the bait but still no option to create the bait anyone have any ideas that don't involve starting from scratch

Check your Alchemy menu filters?

As far as I can remember (I might also be wrong since it has bee a while when I played last), the bait was automatically placed to my "pockets", so check your pocket slots in inventory too.
