[PC] map not double-buffered while dragging

while click-dragging map quickly, black artifacts appear near the sides.

apparently, no double-buffering being performed (this is issue is minor cosmetic).

edit: filter bar horizontal strip/space, and exit/world map buttons don't react to mouse events when hovered. this can lead to the LMB being 'stuck' down while dragging (does not reat to mouse up event). this issue is not minor cosmetic.
