How does Xavier Moran exactly work?

Hey, I was wondering if Xavier boosts himself by the STARTING power of the last dwarf played (as stated on the card itself) or by the BASE power? For instance, if you play Barclay into Dwarven Merc, will Xavier played after the Merc boost himself to 21?

No, Xavier only looks at the base power.

Xavier Moran question

First of, that is not a proper name for a dwarf.

Now:

Step 1:
If i where to use mahakam horn and mandrake on Zoltan (either Zoltan is fine).
That would make him a 21 power unit.

Step 2:
Renew him in a following round.
Making a 21 power play and some extra effect from his skill.

Step 3:
I play Xavier. Is he now a power 18 dwarf (8 being the default power).
Or is he a 31 power dwarf (21 being the base power at that moment).

Xavier boosts from starting power, so increasing strength won't affect it. I've run him after Barclay'ing a Dwarven merc and he still boosts by 8
