Does anyone know where exactly I can buy them ?

I don't think they have fixed locations/merchants, much like many other alchemy recipes.

The Halfling herbalists in Novigrad (near Crippled Kate's if I recall correctly) and outside Oxenfurt are good options, as they carry plenty of recipes. I'm fairly certain I've actually bought Enhanced Dancing Star from at least the one in Novigrad.

Ok I found them I bought enhanced version at alchemist in north of Novigrad near eternal fire temple, while i bought superior version at druid Gremist (Ard Skellig).

BTW are some alchemy recipes really randomly scattered ?

As far as I know, yes. But you can also find all of them as random loot.
