Is this little kid supposed to be the true heir to Redania? Or is it just some random scrub? lol This is from the ending where Dijkstra becomes the Chancellor of Redania, if anybody didn't know.

I rather doubt it. To my knowledge, Radovid is childless. (Particularly if he didn't marry Adda in The Witcher.)

Who is this kid Dijkstra is overshadowing? random bowl-cut lol. remember radovid is older than ciri. but yeah i cant remember him having a kid. it just begs the question who that kid in the picture is

If I had to guess, I'd say it's merely some random child, used for the purposes of propaganda, to make Dijsktra appear more sensitive towards the well-being and prosperity of his people.
