Loot level changed?

During Wandering in the Dark quest I tried to reload a few times to get a higher level Maugrim and I was surprised to get a sword 1lvl higher than me (I was lvl5 and Maugrim was lvl6). I'm playing on 1.31 without mods and I was wondering if something changed because until now the general consensus was that loot lvl can be at best 2lvls lower than you.

There was some sort of minor adjustment to the loot randomisation system in patch 1.30 (back in August of last year). However, there have been no further adjustments, of which I am aware, since then.

It seems the items level is based on their recipient level (varies between 50-150% of the recipient level from my observations).
