Textures settings keep reset to low but textures dont seem at low at all

Any idea why ? maybe a mod i installed?

It's fine. If you make any manual edits to user.settings that affect textures, shadows, etc., the slider bar in the game menu will simply display as the lowest possible setting because its outside of the parameters the game menu recognizes.

e.g. I use a manual FPSLimit=48 on my game, and the Frame Limit setting in the menu displays as "Unlimited" (which is inherently "Off", the lowest setting).
