Yes, but you need to watch out for overall toxicity (the green bar). Certain combinations make most sense with silver swords, others are good for the steel sword, and depending on point in the game and you skills, it can sometimes be "ok" to use the wrong sword type on an enemy, to benefit from skill discrepancy & oils, despite the debuff to damage.
