Haven't been watching TV for years now, thus I'm unfamiliar with all the hit shows that are so popular nowadays, I just stick to movies.
Oh, wait - there's one show I've been hooked on recently, it's Eastbound & Down with Danny Mcbride, who I personally consider comedy genius (along with Will Ferrell). That show is classic, I can't wait for the 3rd season.

Try this: Back up your existing saves from My Documents\Witcher 2\gamesaves to an entirely different folder. Now delete the folder Witcher 2 (the one from My Documents!!) with all its contents. Start the game from the Launcher and open Options - set the options anew. Launch the game and start a new game. Click off all the dialogue options and eg. start the Assault part of the Prologue. An autosave will get created when the scene with the siege tower starts. Close the game and navigate to My Documents\Witcher 2\gamesaves (which will get created by this time). Move the saves you backed up earlier to this folder.
You can also check if somehow the save files (the .sav ones) do not have the "read only" box checked.

This problem is usually connected to having unupdated, original HD 5xxx series drivers. Normally, updating them should've done the trick but if you are sure you preformed that correctly and it still didn't work then possibly you could use a driver sweeper in safe mode, clean all the Radeon VGA results and then apply the latest drivers afresh.
1. HD 4850 is a decent card but not that new anymore and TW2 is very graphics demanding. More than Skyrim. On the other hand to play TW2 fluently 30 fps is enough, it does not require pushing for 60 fps.
2. In this case the resolution is the most taxing thing for your graphics card. Have a look at this really nice techspot article on performance in TW2 and the charts on the page I linked concerning various new gfx cards and their performance with 1920x1200 resolution on Ultra without Ubersampling. For older or lower end graphics cards I would recommend resolutions like 1400x900 or 1360x768. The performance for this type of cards is shown here.

Ubersampling is the most demanding setting in TW2 and turning it off gives the best results performance-wise but it's only switched on on Ultra and usually users think twice before enabling it on weaker setups. Additionally, disabling SSAO, Motion Blur and Anti-aliasing and decreasing LOD distance can result in considerable dps gains.
