First Act 2 quest not starting - can't go forward

Hey, I've just gotten into Act 2, and nothing is happening...
Supposedly someone is meant to give me a quest whilst I'm in this dungeon / prison, but nothing seems to happen?
I've tried talking to all the prisoners, including the big guy who just says "relax" and the gates are locked

Any idea how to fix this?

If Steam version try validating the game cache . There should be an elf sitting in the corner that will play dice with you . After that a Captain Vincent Meis should show up looking for volunteers to fight a monster to which you`ll have to fistfight to gain freedom to the sewers .

Tommy's right: Nothing happens in the dungeon, and nobody will talk to you, until you play dice with the elf. It's easy to miss this.
