I think those are the infamous Sack-Stealing Wraiths. They especially prefer sacks filled with potatoes.

Usually, they just shrug, snort contemptuously, then spur their mounts towards the nearest graveyard. This apparent indifference to the plight of potato commerce has baffled experts.
