I play on the Xbone and I am based in the UK. However, I am on the ladder under North America (9th). Does anyone else have this strange quirk ?
It might have something to do with your (Xbox) account. Maybe your Xbox account is flagged as American. You can contact CDPR support and ask them to look into it.
