So? Consoles and PC are developed differently in nearly every aspect. Updates for PC have nothing to do with Updates for Consoles. They can patch one without touching the other. They only need to create two different sets of models that have to be updated separately (I know, it is more complicated. For arguments sake, keep it simple).
One of the main issue with this, is that they censored their game on a global level instead of a regional one.

@Tracido mentioned, their government f.e. has stricter rules for censorship than others. Which makes it harder (if not impossible) to sell copies if you are to "mature". So, to keep sales up and avoid any kind of trouble, CDPR chose (the lazy approach, as with most parts of the game, so no surprise there) to censore it for everyone, instead of implementing regional censorship.

There is actually one example missing here: The original C&C (developed by Westwood Studios at the time) had a lot of content removed / changed for their German release (scenes with Hitler, Robots instead of human soldiers, etc.)
