Why did they make the actual sexual content so scarce?

In a game with genital customization and where sex was pushed heavily in the marketing, and where sex is a HUGE part of the environment (sex shops, red light districts, strip clubs, prostitutes, EVERYWHERE) there is almost no sexual content in the game.

Despite the huge amount of sexual themes and settings, the sexual content that you as your avatar can actually engage with is completely bare bones.

It's also pretty bizarre that there are 1000 strip clubs and you can't actually, you know, see any strippers.

Did they wuss out on this aspect or did they just run out of time and couldn't beef it up more?

The themes in the "cyberpunk" genre is heavy on sex, it's not a cyberpunk 2077 thing. It's supposed to be a world that is somewhat lawless and addictions of all kind are welcomed or at least overlooked. That said, the CP2077 marketing didn't push sex as an activity, I've watched every piece of promotional material and that was never the focus. I don't think there was even anything shown that you have listed above that wasn't just cinematic. While I wouldn't mind if more was included, it appears that's simply not what the devs wanted to focus on for this story so it is what it is.

Also full on sex would change the game rating and tank sales, makes no sense as a business just to satisfy a few ppl that could just go watch a porn video.

Sex and sexuality are important in the real world as well, but the real world isn't restricted by ratings. You can go and do as you please (and can afford and get away with) in the real world. But for a game producer dealing with the real world, across multiple jurisdictions and thus law sets, keeping their game being able to be sold means keeping the sex level down.

For some stupid reasons, playing a game where you a serial killer with high definition graphics of people's heads being blown off is fine across the globe - but put sex in it and they all go crazy about how inappropriate that is.

Be grateful you ended up with any sex scenes at all.

Or at least more visits at Clouds.

I wished for this as well, but I realise that Clouds doesn't really work as a casual visit thing.
It needs to be written and scripted heavily, because of how Clouds is supposed to work.

So while I also wish you could visit Clouds again (its such a great moment when you follow that conversation down the rabbit hole), I'm also glad you cannot just visit again because getting the script right would be nearly impossible (as the current script explains).

scared of us rating system is my guess. its fine to have exploding heads, but to many nipples and it gets slapped with the restricted rating and baned from advertising.
very annoying to have it tailored for nutjob us moral around globe. after all, games got their special eu nutjob versions with green blood and all that for decades. why not have a family friendly sfw version of the game with splodin heads but no nipples for the usa, and a version that is not selfcensored for the rest of the world?

And yet, there are more "joy-toys" that you can interact with at the PASSIFLORA in "The Witcher 3" then there are in all of Night City...

I think it got cut like most other things to be honest, if you watch the first trailer you will see dirt girls/boys everywhere, even right outside Vs apartment. There is 3rd person view of at least the end of such interaction between V and some random guy. You also have brain dances available as an interaction in your apartment and we know that you can currently buy brain dances in the game now, that are not junk, but that simply doesn't work.
There are sex shops were you can buy sex toys, again these are not working either and are just random junk like 90% of the stuff in the game besides weapons, armors, mods etc.

I think they left the genitalia thing in the game, because it had already gotten a lot of attention in the medias etc, so if they had removed that people would have been met with a "neutered" game, so to speak, straight from the start. Clearly you don't make a game with such options, if you didn't plan for it to be visible in the game.

My guess is that at some point during development they completely changed the idea behind the game, whether that was when Keanu Reeves got on board as some think or something else, I don't know. But it's definitely not the same game that got presented 2 years ago in that original trailer, hardly anything from back then is in the actual game, so they must have spent a lot of time the last couple of years removing things rather than fine tuning it, if we are to believe that trailer having the functionality that they said it had, or they were just straight up lying.
 
Yeah I get it, it's a video game so I'm not looking for nudity but it's odd I can see my bush sometimes, but other times I'm forced to wear panties? It's like spring break all over again!

I think too many raging hormone teens got their hands on this game, expecting to see schlongs and boobs bouncing everywhere around the streets :ROFLMAO:

Dont know how many teenagers actually got this game, but I as a 30 years old, married long time cyberpunk player (I've played the 2020 table top more than any of you had played 2077) was expecting (as it was advertised) an adult game for adults, that stays true to cyberpunk genre and to 2020 tt-rpg. So far only 1/3 of that was fulfilled.

I could care less about the amount of scenes, but silently patching clothes on strippers, covering nipples with tape and removing most of highly suggestive adds really feels like slap to the face. Don't even mention the weirdness of being naked in the inventory and wearing undies in the shower. V's crotch gotta smell like some teenagers' tent in the festival area.

It goes well against immersion and one of the cornerstones of cyberpunk genre. Not the bigest stone, but nonetheless. If you are not making a cyberpunk game, then don't name it as such.

What I really wish to see is an official statement of why did they do it and are there any plans to put those things back. I've read some similar threads here and elsewhere, but they are 99% just wild guesses and all sorts of speculations. Almost nothing concrete, except that the partial nudity covering panties are working as intented.
 
It should be noted there is a tradition in the video game industry of claiming a game is going to be "mature" implying there will be sex and nudity in order to drive sales, when there is not. Perhaps a token nipple to make it not an outright lie.
 
It is curious. Despite the risqué in-game advertisements and (now utterly pointless) character creation options for genitals and pubic hair, the game is strangely chaste in certain ways. Only circumstantial, but based on Microsoft and Sony's recent behaviour, my pet hypothesis is that console manufacturer interference may have forced them to tone things down from the original intentions.
