Just that, it's a huge job
A line of dialogue need to be translated into English, German, Spanish, French, Italian, Polish, Brazilian Portuguese, Russian, Chinese (Simplified), Japanese (not to mention the subtitles). "Just" for a little more immersion, it seems difficult to me

In fact, with that you give the answer to the OP. This game can not be what we dreamed beacause CDPR is unable to made it. The next generation open world is a dead world where the only thing a player can do outside the quest is killing innocent passerby because... it is the only thing he can do.
No animation do eat or drink outside the quest, no car races outside the quests, no arcade games, no casino games...
Forget about a realistic subway or public transportation network, basic town gimmicks like firefighter or ambulance, realistic police, NPC that have a life (hell, I am bored to see the exact same faces doing the exact same thing each time I leave V appartement)...
CP2077 has actually dozens of non working perks, an athletic tree only usable by using glitches, a broken balance in economy and crafting and loads of food and drink giving exactly the same bonuses. And I don't talk about all the glitchs, bugs and other save corruption.
A great story? Lot of indies or JRPG make better stories. I just finished the Trails of Cold steel series and THIS is a hell of a LONG ride!
Great graphics? With the actual shortage of graphics cards, only a minority of players can see this graphics. I'll have to wait mid 2022 to have one. Probably. I hope.
I am french too. Yeah, I like the fact the game is totally translated. But it doesn't answer the story state at the release and the fact that Night City is beatiful but absolutely and totally dead!
So? Can this game become what we hoped for?
If we wanted a subpar game totally centred on localised quest on a big but empty map with no AI and not a single interaction outside of killing spree, yes, it will become this game once they finished releasing the patches.
If we wanted an AAA immersive game with roleplay elements, reputation mecanics and working AI, we will never have it.
