Japantown - Shipping Bay Garage 3 - Cut content?

After leaving We Have Your Wife side gig, I found this shipping bay / garage area that's located across the street from a large parking garage area (where the Kusanagi for sale is located). One garage has a red light over it.. which made me think it was a hidden gem. Then, I saw there's an access point inside and a marker on the map.

Is this a bug? Cut content? hidden gem? I don't recall seeing this before. The garage door doesn't open.. and it looks like it's the bottom of a tall building.

The yellow triangle at the top of the icon at the minimap indicates it is above you. Go higher.

Nope, it's "only" because the container (quest marker) is on the top of a table or a cabinet (don't really remember). It's a little above the floor
