I just drop two screenshots; one in-game, and the other one from photo mode. Billboard contents are changing in photo mode. This happens in every location (indoor and outdoor).
Yep, every time they go out of screen and come back, their content if "refresh". Just need to turn the camera in circle (in photo mode) and they changes each times or almost (it's random).
