Modding NPC behavior

I am using redscript and trying to cause a "flee reaction" for hostile NPCs. I tried it using "gamedataNPCHighLevelState.Fear" in combination with a "StimuliEvent", but it doesnt seem to do anything (maybe it only works for crowds)?
Does anyone know how to trigger certain behaviors for NPCs?
