This falls into him being a pre defined character. The tattoo from W2 receives a pass because he was wasted and gets the option to remove it.


But as far as I know they have not said yes or no.

Yeah the tattoo will carry over, at least with save import.
I don't think you can get the option if you choose to pick your choices from the NPC.

Not going to lie, as an xbone player the fact that the tattoo is in the witcher 3 and I can't get it cos of lack of save import or in depth npc choices is somewhat frustrating.
