I have the same problem. None of the solutions alone helped me (deleting/changing settings, disabling TAA...), BUT it worked after I switched to a larger monitor. My smaller monitor is 1280x1024 (lol. but FPS is good :D), and the bigger one is 2560x1440. It felt like there is some relation...
