I can't find him either. I completed the "Find the guy's lost horse"-quest first so had already visited the Scoia'tael camp, but I didn't kill them. Now the camp is empty and there is no sign of the promised merchant.

I have this problem too and would really like to see it get fixed. I did not experience this at release, this is something that has been introduced in one of the patches.
