I fixed this by going to sunset motel, its a fast travel point east of night city. I saved, restarted my game, waited 23 hours then 2 hours. I then fast traveled to "mobile camp" (north east) and got the call instantly. I think the game was stuck on Sunset motel because I did all the Hellman...
