Same here on 1.06. Thought I'd done this already and the icon was just bugged but looks like there is more. Think I've finished every quest available except for this, Delamain and the roller coaster as they're all bugged.

No luck. Can't seem to interact with anything that might be relevant.

I'm 20 tech and I've unlocked the final mission and finished most if not all side character stories but the mission still hasn't appeared. I'll check if I can fix it again without the quest.

Same here. PC 1.05.
