I sent a report in with all the info I know about the bug, but despite asking for save files from both before and after the quest breaking bug takes place the report function only lets you submit 1 file... so I sent the one after, which is hopefully more helpful? In any case, I did some testing...

Just came to say I also have this bug, and seemingly for the same reason as Felipe_Anargyrou, I called Jackie during the phase of the mission to meet him and seemingly that caused him to pop out of existence. I didn't get the hang-up bug they described, but he is nowhere to be seen and there is...
