Same issue here. It's weird watching NPCs dancing with no music on. Sometimes you'll hear NPCs talk here and there, but their mouths never open. You only see subtitles above their heads. I recently past by a protest with a couple of dozen NPCs holding up signs (all inaudible no subtitles)...
