I believe you can get it later on. There's an alchemist side-quest in Skellige that you can do to unlock the higher-tier alchemy diagrams (It's at the large tree thing to the right hand side of the main skellige island)

Try making sure that "sharpness" in "post processing" is turned off

To anyone getting the extreme anti-aliasing thing (With the sharp black outlines on the models) make sure that "Sharpness" in "Post Processing" is turned OFF.
