Internet is working well. I reset the router, and it did not help. But thank you for the advice

At the title screen, after I press X to begin the game, it just gets stuck and says loading in the right bottom corner. But the game does not start. This has been happening for the past 3-4 days, a total of around 15-20 times. Thanks.

Bought through the PS4 store. I have the receipt for the transaction, but did not receive any items. I've contacted both CDPR and Sony support and they weren't able to resolve this. Also, I still have the option to buy the pre-order pack for some reason. Has anyone else had this issue? Thanks!
