I think I've discovered the problem. My specific case was caused by having previously abort patching before it was completed. If this happens to you, there is no fix through re-patching. You either download the newest version or reinstall the launch version and patch your way through again.

I've googled my problem and it seems to be fairly wide spread. Wonder if anyone found any fix for this yet.

I think they are still at the "putting out the fire" phase. Roadmaps are for the rebuilding phase.
