(On PS4 Pro, v.1.06) It is definitely the arm cyberware. I was able to rely on Blood Pump across 20 NCPD open world missions. Got myself killed rushing into battle with a fresh pair of Gorilla Arms. Given how the Projectile Launch System works, I imagine there is code conflicting in the quick-slot.
