Yes exactly. The patch need to 45Gb of free space to install, so when the DL speeds slow down it's just the install happening. You can see too that the SSD where you isntalled the game is working at 100%.

Got 2 bugs during this quest: 1) When the mission is finished and you go out, Jackie stayed inside the building so I cannot end the quest because I was not able to speak with him, cannot go back inside the building because there is a Maelstrom guy at the door pushing me out. Had to reload and go...
