The issue with not getting any cyberware capacity from leveling up might be just an UI bug. I had the same for a bit. The reason is that arm cyberware sometimes does not cost capacity at the ripperdoc. So you can unkowningly exceed you actual capacity. If you are, the UI might not update your...
