A i can see in your video, you capped the framerate to 60 with the game settings. I suggest you not to do this, but put the framerate to unlimited in the game settings. If you want to cap the framerate, please use nvidia inspector or RTS (Rivatuner Statistics Server).

In the nvidia control panel, i would suggest you to disable threaded optimization, and to force pre-rendered frames to 1.
