The cat is powerful but is easy to counter, I agree that 8 provisions are a bit low for such a unit but well monsters suck... they lack flexibility and have very rigid sets.... vampires? there is only 1 vampire deck possible, Ogres? again just 1 deck possible, Bugs? There is little to do against cards that can remove 14 provision cost cards from the board for only 9 provisions. Nilfgaard seems unbalanced with access to spam, locks, control, and other mechanics that encourage anti-game behavior.

Is the senseless circle of the voting system Only people that reach good ranks can vote, so they use the OP decks and they vote to buff the horrible pesky decks they use. Honestly, this game needs a group fo game designers because the community will make this game unplayable at all.

1 month is not enough amount of data, maybe is the HUGE population of NG players just whining about the changes and refusing to play.... In statistics, there is multiple ways to capture consistent data to confirm a trend. Assume something with just one month of players crying for the nerfs is...

This paraddox is easy to solve, statistics already have a solution for this issue. Give weight to player's vote. The solution is simple, any player may vote, but the weight of the vote depends on his rank on the ladder.

Of course, I can win, with some sort of middle-tier tailor-made deck that has 40% win rate.... What worries me is the OTHER group of players that get frustrated, just quit or avoid playing until the next balance patch and are unable to vote.
