I was able to remedy the problem using two mods " HUD Fixes" and " Cyber Engine Tweaks " both of which are on Nexus. I just had to toggle the HUD on in Cyber Engine Tweaks. The Dialogue is working like its supposed to, not really sure what the problem was for some reason the Hud was toggled off.

I am playing on very hard difficulty it didnt seem all that much harder though but it did take a few shots to down some enemies where before I could one shot them. But then again I am at level 50 and have mostly legendary weapons and cyberware.

I agree the difficulty level needs fixing, I always play on very hard and its not that hard compared to other games highest difficulty settings.

I played on very hard mode which to me was not very hard as a netrunner build. I did all the assaults in progress, organized crime and all the fixer quests and got to lvl 50 before I even did the japanese parade quest with Takimura.
