I already solved this, I had a removed mod delete my keybinding. This most likely would have worked as well but I didn't even think to check keybindings when it happened.

This totally worked I had removed several mods that were redundant after the patch. and it screwed up my keybindings. Awesome thank you

Nope I can do everything except exit the computer I am currently on. I can still play I just can't do some quests. How do I report it.

I tried every key on the keyboard

I can't log off any laptops in game so there are several quests I can't do like "wakako's favorite" and the river story-line just to name two. As you can see it doesn't give me the option. i have tried this with random laptops as well. It didn't happen with V's home computer before the patch but...
