Update: so I found you can just do a purge of your mods in Vortex, and not have to clean install. It happened again. I just purged and reloaded the game, fixed the issue, even with mods enabled.

The Clean Install worked but only after I purged Mods from Vortex.

A better explanation is; The only Fast travel is back to my apartment in the Megabuilding.
