I've got a PC exactly like the OP, and The Witcher 3 never looked as good or ran as good as it does with 1.07. So I recommend installing it. As long as you've got the game from gog and you still have the 1.06 installer, nothing is stopping you from doing a clean install and going back to it...

As long as a rollback to 1.06 on PC isn't suggested, I'm fine with it. 1.07 fixed so many things in the game I was troubled by, like Geralt's movement, those horrible grass foliages and just overall visuals. I'm glad I waited for this patch to start my second playthrough.
