Same issue here although i first noticed it after the 1.05 patch in Photomode and now with certain hair styles in the character creation screen. Something they did in the patch changed the lighting, aliasing and the player character V rendering.

Installed the 1.05 patch via steam. Now when in Photomode, regardless of video settings, save file, location or time of day, player character V, is very low res while other NPC's all render fine. Its ridiculously bad. Also now hair does some kind of strange sparkling, shimmering effect around...
