As far as I know, DirectX 9 is completely capable of doing tessellation, it's just really hard highly unefficient, that's why most developers trying to put tessellation in their games often turn to DirectX 11, it seems to like tessellation better.

Make sure you "Register game" everytime you're going to play in the Arena. That fixed it for me at least.
