Dum Dum missing in 1.06 Hotfix

Dum Dum missing in 1.06 Hotfix
As its says in the title, Dum Dum is STILL missing in the quest Second Conflict where I have to speak to him the club. The hotfix did literally nothing to solve this issue. Please provide a fix that actually works asap.- Daedalus2110
