Is NG+ still bugged levelling wise? I read that NG+ scales HoS and BaW quests and gear based off the level you start NG+ at? So, for example, if I start NG+ at level 70, then HoS quests will be level 102-110 and BaW quests will be level 104-120. Is this correct?
