None of the games are region locked but for some reason DLC's are. So I believe you will have to make a EU account for the DLC.

I think CDPR should have handled the whole romance issue between Triss and Yennefer a lot better than it turned out in the game. The pacing just seems way off. I cleared all of White orchard, Velen before moving on to Skellige. So that naturally made me do the Triss quest line with all guns...

You should also add the fact that mutagens are bugged in your character point slots as well. You have to re equip them after each fast travel or after loading a savegame for them to take effect. Just try it and you will see different numbers.
