I'm having the same issue on Xbox Series S in the performance mode I've had to use the 30fps mode because the image is not flickering as much or at all I think it's only effecting the 60fps mode

No the frame rate is in the high 40s

When set to Quality mode and you close game and relaunch the game the 30fps cap is unlocked with all the Quality modes settings
