Well I think the expansion won't really change things in the first act. that's why I said they can play Act 1 without a problem.

The expansion begins after you finish a certain questline in Act 2, so you can play through the first act and experience the activities in "watson" district.

I like this change, it's just like the in-game world, those who don't have Cyberware are much more vaunrable to damages. Also, the actual armor (clothing Vests for example) still give you armor.

Third party tools that are used in the REDengine to make cyberpunk, don't allow them to release a REDkit modding tool. The same happened with TW3. They wanted to release another REDkit for TW3 but due to licensing issues, they couldn't.

With HoS they added new quests unrelated to the main story of the expansion, for TW3. So I guess it's possible that they add new quests not only for Dogtown but also across all night city.
