It is a matter of perspective for sure - Nomads have to take risks to survive and thrive. The Bakkers didn't and fell apart, and the aldecaldos are in a similar spot before V shows up. Not raiding Arasaka with the nomads doesn't kill any Aldecaldos sure, but they were on a long slow decline...
