Thought they did the standard refill with alcohest. Never really bothered with them, i haven't gotten one that I considered useful enough to warrant the toxicity. That and I haven't bothered trying to do the high toxicity spec, which could make even the questionable ones awesome.

Frenzy works fine for me. You have to have some toxicity (drink a potion recently), and even then it only triggers on enemy counter attacks. It helps avoid over-extending your attack combos, though half the time all I get is a slow motion train wreck since I've already locked myself from...
