its not possible because Consoles OS is locked by MS/Sony and dont give the user any freedom to control his machine, and even if XB1 enabled Mods for Fallout 4 it wont be all mods, just the ones they pick and approve, so the only way to have freedom and full mod support is by playing on PC.
