they do have a level. if you look at past videos when icon hovers over a enemy you can see their level.

its not level gating to have leveled items, you can still play the game no matter the level of gear you have, it just makes it easier when you have higher level gear.

I believe the item level is like how good it is, level 1 is the lowest level, level 200+ best. maybe.
