tl;dr Do NOT use legendary quickhack "Cripple Movement". Its passive effect causes all other quickhacks to force FPS into the ground.
Hope this helps some people that are running into the same issue as me.
This may also be causing enemies to become "invincible" once they hit 0 HP and never die...
